BEQUAL is a program led by the Ministry of Education and Sports, with support from the Australian Embassy and the European Union. Technical staff is deployed at central and sub-national levels to help the Ministry implement the program so that more girls and boys can attend school, have books to learn from, good teachers in better classrooms and can have access to a quality education.

The United States Agency for International Development is providing support to the production and the distribution of educational materials for grade 1 and 2.

Between 2015 and 2018, additional support was provided by UNICEF, the World Food Program and through Non-Government Organisations (NGOs), especially Plan International, WorldVision, Save the Children and ChildFund through the BEQUAL NGO Consortium (BNC)

The Ministry of Education and Sports is the leading Government agency of BEQUAL. The Ministry’s education vision to 2030 is to “create opportunity for all Lao population to have equitable education access with a focus on education quality development”.

Australia is the largest bilateral donor to basic education in Lao PDR. BEQUAL is Australia’s major aid investment in Lao PDR with a technical and financial contribution of AUD 45,6 million over the 2014-2019 period.

Under the EU Development Strategy for Laos from 2014-2020, education is one of European Union’s three priorities. EU is co-funding BEQUAL with a contribution of €11.5 million (AUD 17.1 million).

USAID works with the government of Lao PDR and development partners to support improved basic education in Lao PDR. This includes support for the BEQUAL program with a contribution of USD1.8 million (AUD 2.3 million).
