BEQUAL is led by the Ministry of Education and Sports and the Australian Embassy, supported by BEQUAL technical staff at the central and sub-national levels.

BEQUAL is funded by the Australian Government and the European Union, with additional support provided by UNICEF, the World Food Program and through Non-Government Organisations (NGOs).
All of these partners are working together in support of the Ministry so that more girls and boys can attend school, have books to learn from, good teachers in better classrooms and can have access to a quality education.

The Ministry of Education and Sports is the leading Government agency of BEQUAL. The Ministry’s education vision to 2030 is to “create opportunity for all Lao population to have equitable education access with a focus on education quality development”.

Australia is the largest bilateral donor to basic education in Lao PDR. BEQUAL is Australia’s major aid investment in Lao PDR with a technical and financial contribution of AUD65 million over the 2014-2019 period.

Under the EU Development Strategy for Laos from 2014-2020, education is one of European Union’s three priorities. EU is co-funding BEQUAL with a contribution of €11.5 million.

Plan International is leading the BEQUAL NGO consortium whose work will focus on activities that increase participation of disadvantaged children in basic education. Plan International will deliver a package of interventions in Oudomxay Province.

World Vision is part of the NGO consortium whose work will focus on activities that increase participation of disadvantaged children in basic education.

World Vision will implement its activities in Khammouane Province.

Save the Children is part of the NGO consortium whose work will focus on activities that increase participation of disadvantaged children in basic education.

Save the Children will implement its activities in Luang Prabang Province.

ChildFund is part of the NGO consortium whose work will focus on activities that increase participation of disadvantaged children in basic education.

ChildFund will implement its activities in Houaphan Province.

UNICEF is providing water and sanitation facilities and hygiene education to children in remote and rural schools in Laos.

World Food Program is carrying out the School Meals program in order to increase primary school enrolment and attendance, as well as improve the ability of students to concentrate at school.
