BEQUAL directly supports the education priorities of the Government of Lao PDR described in the Education Sector Development Plan prepared by the Ministry of Education and Sports and is consistent with the strategic directions set out in Australia’s Education Delivery Strategy 2013-2018. BEQUAL is designed to be rolled out over 10 years, in three phases.
The first phase, from 2015–2020 is working in the most educationally disadvantaged districts, to increase participation of disadvantaged children, improve learning environments and teacher quality. BEQUAL’s key activities through to August 2020 will focus on assisting the MoES with the development and implementation of the national new primary curriculum. This will include teacher development and intensified support at targeted districts with a focus on improving learning outcomes for girls and boys from disadvantaged groups.

In consultation with key BEQUAL staff, the Teacher Development Specialist is responsible for supporting the development of policies, approaches, programs and materials for implementing primary education curriculum implementation support programs, and for providing specific inputs/support for primary teacher trainer development programs.
The ideal candidate will have relevant tertiary qualifications in Primary education and/or professional training and development. You will
have demonstrated experience in in developing in-service or continuing professional development programmes for primary teachers,
working collaboratively with line departments in MoES (or another government setting) in a development context and a sound knowledge of issues of inclusion related to gender, ethnicity and disability.
Along with effective interpersonal and communication skills, you will display self-motivation and the ability to work effectively as an individual or as part of a flexible, dynamic and culturally diverse team. Together with your excellent English proficiency (written and spoken), your ability to maintain a high standard of work and attention to detail, you will display strong problem-solving skills and the ability to handle multiple tasks with attention to detail.
Experience teaching at primary school or similar teaching experience is desirable.
