The Program

BEQUAL directly supports the education priorities of the Government of Lao PDR described in the Education Sector Development Plan prepared by the Ministry of Education and Sports and is consistent with the strategic directions set out in Australia’s Education Delivery Strategy 2013-2018. BEQUAL is designed to be rolled out over 10 years. The first phase, from 2015–2020 is working in the most educationally disadvantaged districts, to increase participation of disadvantaged children, improve learning environments and teacher quality. Since 2018, BEQUAL’s key activities have been focussing on assisting the MoES with the revision and implementation of the national curriculum for grades 1–5 in all 18 provinces. This includes the development of an aligned preservice primary curriculum, teacher development and intensified support in 32 targeted districts with a focus on improving learning outcomes for girls and boys from disadvantaged groups. Phase 2 will commence in September 2020 for a period of two to five years.

The Position

In consultation with key BEQUAL staff, the Teacher Development Specialist is responsible for supporting the development of policies, approaches, programs and materials for implementing primary

education curriculum implementation support programs, and for providing specific inputs/support for primary teacher trainer development programs. (more detail of responsibilities can see from the website)

The Person


• Relevant tertiary qualifications in Primary education and/or professional training and development

Experience and Skills:

• Experience in developing in-service or continuing professional development programmes for primary teachers

• Experience teaching at primary school or similar teaching experience is desirable

• Sound knowledge of issues of inclusion related to gender, ethnicity and disability

• Experience working collaboratively with line departments in MoES (or another government setting) in a development context

• Excellent interpersonal skills and experience working in a multilingual and multicultural context

Personal Skills and Abilities:

• Excellent computer skills

• Strong problem-solving skills

• Excellent communication, negotiation and relationship building skills

• Ability to effectively self-manage the allocation of priorities and deadlines

• Ability to work effectively and as part of a team to deliver results on time

• Ability to work independently and in a flexible and dynamic team environment

• Ability to handle multiple tasks with attention to detail

• High level English and Lao language skills in both oral and written forms
