The Program

BEQUAL directly supports the education priorities of the Laos government described in the Education Sector Development Plan prepared by the Ministry of Education and Sports and is consistent with the strategic directions set out in Australia’s Education Delivery Strategy 2013-2018. BEQUAL is designed to be rolled out over 10 years, in three phases.

The first phase, from 2015–2020 is working in the most educationally disadvantaged districts, to increase participation of disadvantaged children, improve learning environments and teacher quality. BEQUAL’s key activities through to August 2020 will focus on assisting the MoES with the development and implementation of the national new curriculum for grades 1–5. This will include teacher development and intensified support at targeted districts with a focus on improving learning outcomes for girls and boys from disadvantaged groups.

The Position

The BEQUAL Materials Production and Distribution Officer will work with the Materials Production and Distribution Specialist, Research Institute for Educational Sciences (RIES),

Department of Finance (DoF) and Ministry of Education and Sport (MoES) provincial and district staff, as well as commercial suppliers, to coordinate the procurement, production including printing, collation, packing and distribution of teaching and learning materials that support the implementation of the BEQUAL-funded renewed Grades 1–5 curriculum.

The Officer will also assist in the development of a more efficient system for the procurement, monitoring of delivery and replenishment of teaching and learning materials that are gender sensitive and inclusive of disadvantaged groups, and meet the program’s commitments to child protection.

The Person

The ideal candidate will demonstrate working experience in procurement and production management, logistics, distribution networks, and / or, warehouse management. Along with your strong experience consulting and negotiating with Ministry staff, preferably MoES, and commercial suppliers, and your ability to successfully meet deadlines, you will have sound knowledge of theGovernment systems and roles at central, provincial and district levels. Coupled with your knowledge of development principles, including gender equality and social inclusion, and sound

English writing and speaking skills, you will display the ability to multi task, negotiate successful outcomes and the ability to manage conflict. Knowledge of capacity of provincial suppliers, contractors, specialist tradespeople and community groups are desirable.

Excellent communication skills and the ability to communicate effectively in a multicultural, multinational environment, in a cross functional team is essential.
