The Program
BEQUAL directly supports the education priorities of the Laos government described in the Education Sector Development Plan prepared by the Ministry of Education and Sports and is consistent with the strategic directions set out in Australia’s Education Delivery Strategy 2013-2018. BEQUAL is designed to be rolled out over 10 years, in three phases. The first phase, from 2015–2020 is working in the most educationally disadvantaged districts, to increase participation of disadvantaged children, improve learning environments and teacher quality. BEQUAL’s key activities through to August 2020 will focus on assisting the MoES with the development and implementation of the national new curriculum for grades 1–5. This will include teacher development and intensified support at targeted districts with a focus on improving learning outcomes for girls and boys from disadvantaged groups.

The Position
Reserved for Lao Citizens This position will work under the supervision of the Senior Program Manager (Implementation) and in partnership with the BEQUAL activity teams to implement BEQUAL’s Gender and Inclusive Education Strategy and their government counterparts, to design and provide Gender and Inclusion training, coaching and support for activity design, planning, implementation, monitoring and evaluation. This position will be responsible for leading and facilitating the design of inclusive education approaches with the teams, preparing the training materials, and delivery of the training in Lao and English.

The Person
The ideal candidate will have graduate qualifications in a Gender or a related field, with relevant professional experience of 5 years. Together with your demonstrated experience in designing and

delivery training, in Lao and English, with focus on gender and inclusion, and your experience working in partnership with program teams and government counterparts, you will demonstrate sound knowledge of issues of inclusion related to gender, ethnicity and disability in Laos and a understanding of inclusive education principles.

Coupled with the ability to address gender equality, ethnicity, disability, social inclusion and child protection, and your ability to approach problem solving in a flexible and culturally sensitive manner, you will display effective cultural sensitivity and experience working within multinational and diverse teams and the ability to work independently and in a flexible and dynamic team environment. Good written and spoken communication skills in English and Lao are essential.
